Revenue Minister Ponguleti Srinivasa Reddy on Tuesday sought to allay concerns over lands figuring in the Prohibited Properties (POB)/Section 22-A of the Registration Act list, assuring that all legally eligible claimants would receive justice.Addressing a meeting of Collectors and Sub-Registrars of Hyderabad, Rangareddy, Medchal-Malkajgiri and Sangareddy districts at the Secretariat here, Mr. Reddy directed officials to upload all relevant records pertaining to land regularisation, including Government Orders (G.O.), circulars, memos, land acquisition proceedings and layout approvals, online by August 14. He said that this would help eliminate the use of forged documents and enable registration authorities to distinguish between genuine and fraudulent claims with greater certainty.The review assumes significance in light of complaints from property owners across the State over restrictions on registration and transfer of lands included in the Section 22-A prohibited list. The Hindu, in its recent report “In Telangana, property owners locked out of their own land”, highlighted instances of owners of legally purchased properties being unable to undertake transactions after entire survey numbers were classified as prohibited.Claiming that the present government had not included any new lands in the prohibited list, he has promised to resolve issues arising from previous government administrative and legal processes and provide relief to affected property owners. He instructed officials not to summarily reject registration requests involving POB-listed properties. Instead, applications should be examined within three days and applicants informed of the specific grounds for rejection, wherever applicable.The Minister also said measures were being taken to provide Sub-Registrars access to pahani records, thereby strengthening transparency in the registration process. District Collectors were instructed to scrutinise applications received under the POB/Section 22-A categories, identify genuine cases and ensure their expeditious disposal.The Minister observed that preventing disputes was as important as resolving them and directed Collectors to undertake daily reviews of applications pertaining to prohibited properties. He warned that any injustice meted out to poor and eligible landowners in the name of Section 22-A would be viewed seriously.Reiterating the government’s policy, Mr. Srinivasa Reddy said Sub-Registrars should not exercise discretionary powers beyond processing applications based on records available through the online system. At the same time, he stressed that there would be no compromise in safeguarding government lands and warned of stringent action against any irregularities.Noting that separate lists relating to agricultural, non-agricultural and prohibited properties had recently been integrated, Mr. Srinivasa Reddy said the merger had led to certain properties being flagged as prohibited during scrutiny, resulting in complaints over registration delays. Officials were asked to take decisions after cross-verifying applications with the updated records being uploaded online.Revenue Secretary D.S.
