MANILA, Philippines — Former Public Works chief Manuel Bonoan arrived in the Sandiganbayan Second Division on Tuesday for the arraignment proceeding of his graft case after the court dismissed the Ombudsman prosecutor’s motion to drop the charge against him.
Arraignment marks the formal start of the criminal trial proceedings, requiring the accused to appear in court where the charges against them will be read before entering a guilty or not guilty plea.
The Office of the Ombudsman accepted Bonoan’s offer to become a state witness, prompting prosecutors to file a motion to amend the case information to discharge him, which was junked by the court as his co-accused Sen. Jinggoy Estrada expressed opposition to the move.
