A slew of reforms have been introduced to ensure cleansing and streamlining of land records, says Chief Minister N. Chandrababu Naidu.

Andhra Pradesh Chief Minister N. Chandrababu Naidu has said that the land re-survey exercise will be completed by the end of 2027 and the pattadar passbooks bearing the State emblem will be given away to farmers and landowners. A slew of reforms have been introduced in the Revenue Department to ensure cleansing and streamlining of land records. Participating in the distribution of pattadar passbooks under the ‘Mee Bhoomi–Mee Hakku’ programme at Kalidindi in Kaikaluru Assembly constituency on Monday, Mr. Naidu said the government had resolved the issue of lands allotted to ex-servicemen who participated in the Second World War, which were placed under Section 22-A, and given them the title deeds. He observed that the policies of the previous government resulted in damage to revenue records and that lands and properties belonging to people who were placed under Section 22-A, creating disputes. When the coalition government came to power in 2024, complaints relating to land issues started pouring in, and those were redressed in an expeditious manner. Mr. Naidu said the government was incorporating strong security features, similar to those used for currency, into the pattadar passbooks. Blockchain technology is being used to check tampering with property details. QR codes and other technology-based security features have been included. So far, 32.22 lakh pattadar passbooks have been handed over to farmers and landowners. The re-survey of lands in 9,365 villages would be completed in the next seven months. This would facilitate the issue of 68.64 lakh pattadar passbooks, he said. Further, Mr. Naidu said disputes involving 41,000 acres had been resolved so far, benefiting more than 1.27 lakh farmers, industries and the general public. A total of 1.36 lakh acres have been removed from freehold restrictions. The Chief Minister noted that the government had undertaken the digitisation of old land records, including 1-B, Adangal, DKT, Inam, and ceiling records. All link documents would be available online. So far, nearly nine lakh people have availed the auto-mutation facility, he said, adding that the government has been providing subsidised power to the aquaculture sector at ₹1.50 per unit, irrespective of the zone, with a financial implication of ₹1,150 crore. Referring to the impact of the drastic fall in tobacco prices, Mr. Naidu said the government secured ₹50,000 interest-free loans for farmers from the Centre.
