Brian To’o will leave the Penrith Panthers after the 2027 National Rugby League season to join the expansion PNG Chiefs on a three-year contract, the Australian Associated Press (AAP) reported.
The Toa Samoa and four-time premiership-winning winger will reunite with former Penrith teammate and close friend Jarome Luai in Port Moresby. Luai was the first major player signed by the Chiefs, who will enter the NRL in 2028.
To’o was eligible to negotiate with rival clubs beginning Nov. 1 but chose not to pursue another contract with his club.
“Brian understands family, sacrifice, humility and togetherness,” Chiefs general manager Michael Chammas said. “Those are values shared across Papua New Guinea and the Pacific. “To secure a player of Brian’s quality, character and cultural strength is a huge moment for the Chiefs.”
To’o becomes the latest high-profile addition to a Chiefs roster that already includes Sydney Roosters utility Connor Watson, Papua New Guinea international winger Alex Johnston, cross-code three-quarter Zac Lomax and English prop Matty Lees.
