Muscat: The Sultanate of Oman has strengthened its e-commerce ecosystem by implementing a comprehensive package of legislative, regulatory, and technological initiatives. This has contributed to raising the completion rate of the National E-Commerce Plan 2022-2027 to 86.7 percent by the end of 2025, following the completion of 26 out of 30 initiatives.This comes within the framework of the Ministry of Commerce, Industry, and Investment Promotion's efforts to develop the digital business environment, create enabling conditions to support the growth of e-commerce, and enhance the competitiveness of the national economy, in line with the objectives of Oman Vision 2040. An integrated e-commerce ecosystem is based on updating legislation, developing digital services, enhancing the efficiency of electronic payments, improving logistics services, and raising awareness of e-commerce. This provides a business environment better prepared to embrace digital transformation and supports the growth of small and medium-sized enterprises (SMEs), entrepreneurs, and investments related to the digital economy. The implementation of the National Plan witnessed significant progress during the second half of 2025, with the completion of four key initiatives. These included awareness campaigns promoting the use of electronic payment methods, the approval of a review of electronic payment transaction fees, the implementation of e-commerce awareness programs, and the integration of e-commerce concepts into school curricula and courses. This brought the total number of completed initiatives from 22 in mid-2025 to 26 by the end of the year.The Ministry of Commerce, Industry, and Investment Promotion continued to develop the legislative environment governing e-commerce, based on the E-Commerce Regulation issued by Ministerial Resolution No. 499/2023. This regulation governs e-commerce practices, protects the rights of consumers and merchants, enhances the reliability of electronic transactions, and provides a regulatory environment that supports the expansion of small and medium-sized enterprises (SMEs) in digital business activities.Furthermore, the Ministry, in cooperation with relevant authorities, completed the review and approval of fees for electronic payment systems and services. This was done in parallel with the implementation of programs to promote the use of electronic payment methods, thereby supporting the efficiency of digital transactions and providing more suitable payment solutions for e-commerce. Development efforts extended to implementing awareness programs across various media outlets and integrating e-commerce concepts into school curricula and courses. This supports national capacity building, raises awareness of digital transactions, and enhances the readiness of national talent to meet the demands of the digital economy.Nasra bint Sultan Al Habsi, Director General of Trade at the Ministry of Commerce, Industry, and Investment Promotion, stated that the National E-Commerce Plan represents a strategic roadmap to enhance the Sultanate of Oman's capabilities in e-commerce, boost its regional and global competitiveness, and support the growth of e-commerce by addressing supply and demand challenges and raising awareness among businesses and consumers.Al Habsi added that 2025 witnessed progress in implementing the plan, with an increase in the number of completed initiatives. She affirmed the Ministry's commitment to continuing the implementation of the remaining initiatives in cooperation with government entities, according to the approved timelines, until 2027. Al Habsi explained that the current phase focuses on completing transformative and technical initiatives, including the national digital skills development initiative "Makeen," the national addressing system, and the electronic "Know Your Customer" system, in addition to other initiatives aimed at completing the regulatory and technical enablers supporting the e-commerce ecosystem.The Director General of Trade at the Ministry of Commerce, Industry and Investment Promotion indicated that the number of licensed e-commerce activities during the period from February 2024 to August 1st of this year reached 19,260, and the number of verified online stores on the "Ma'roof Oman" platform reached 412.The Ministry of Commerce, Industry and Investment Promotion continues to implement the remaining phase of the National E-Commerce Plan, in cooperation with government entities, to complete the building of an integrated national system based on modern legislation, advanced digital, financial, and logistical services, and qualified national talent. This will enhance the business environment, support the growth of the digital economy, and raise the competitiveness of the Sultanate of Oman regionally and internationally, in line with the objectives of "Oman Vision 2040."
