Bulgaria has the highest rate of daily tobacco and nicotine product use in the European Union, according to the latest Eurostat data for 2025. A total of 26.3% of Bulgarians aged 16 and over report using cigarettes, electronic cigarettes, heated tobacco products or nicotine pouches every day.
Sweden ranks second with 23.9%, followed by Croatia at 23.6%. At the other end of the scale, the Netherlands has the lowest daily usage rate at 9.9%, ahead of Ireland with 11.7%, Belgium with 13.6% and Luxembourg with 13.8%.
Across the European Union, an average of 16.5% of people aged 16 and older use tobacco or related nicotine products on a daily basis. That represents a slight decline from 17.5% recorded in 2022. Meanwhile, 77.5% of Europeans reported that they either do not use such products or had not used them during the 12 months before the survey.
The data also show that men continue to consume tobacco and nicotine products far more frequently than women. Daily use was reported by 20.8% of men, compared with 12.6% of women. Both figures were slightly lower than in 2022, when the shares stood at 22.2% and 13.1%, respectively.
By age group, daily tobacco and nicotine use is most common among people aged 35 to 49, where the rate reaches 21.3%. It is followed by those aged 25 to 34 at 19.9% and people between 50 and 64 years old at 19.8%. The lowest levels were recorded among the youngest and oldest age groups, at 12.1% and 9.1%, respectively.
