The ministers' statement noted in particular the targeting of health facilities, civilian infrastructure and the loss of civilian lives, including women and children, saying the attacks violate international law.In their statement, issued Thursday, the ministers said that "the continuation of these violations constitutes a clear breach of Israel's obligations under international law and the Comprehensive Plan to End the Gaza Conflict."The statement also noted "attacks carried out by settlers in the Occupied West Bank, the unlawful expansion of settlements, and the unilateral measures aimed at altering the status quo in Occupied Jerusalem."Together, the statement said, Israel's actions "constitute a systematic policy aimed at imposing a fait accompli by force, undermining the foundations of the two-State solution, and marginalizing the legitimate rights of the Palestinian people."Qalandiyah refugee camp residents report arrests, interrogations as IDF siege continuesQalandiyah refugee camp residents say the large-scale IDF operation has continued throughout the day, including a heavy troop presence, arrests and on-site interrogations. According to an eyewitness who spoke to Haaretz, it is now nearly impossible to enter or leave the West Bank camp.According to residents, ambulances and media crews have not been allowed to enter the camp. In the southern area, near the Qalandiyah checkpoint, the army has set up earth mounds to act as barriers, and hundreds of soldiers have been deployed throughout the streets and alleyways.Residents also said that anyone attempting to move around inside the camp was stopped for questioning. One resident said a friend who left his home in the morning and returned later was detained, had his car keys confiscated, and was told he could retrieve them only the following day. According to residents, they were informed that military orders prohibited them from leaving or returning to their homes.Residents further reported that additional people had been arrested during the operation, families had been detained, and mobile phones had been confiscated. The move led villagers to gather at the scene and a confrontation broke out.The indictment alleges that after some of those present threw stones at the excavator, Levi cocked his handgun, stepped away from the crowd and fired a shot parallel to the ground toward the general direction of buildings in the village, where adults and children were present.
