More than six months after his arrest, Zhang Xinming, a controversial tycoon once known as the richest man in China’s coal-heavy Shanxi province, has been transferred for prosecution. Caixin has learned from sources with knowledge of the matter that the Jincheng Municipal People’s Procuratorate in Shanxi indicted Zhang Xinming in late June on 17 charges, including organizing and leading a mafia-like organization as well as operating casinos.
