PHILADELPHIA—About 50 people squeezed into a basement room at the Philadelphia City Institute library to hear Chris Rabb, a democratic socialist who recently won a congressional primary in Pennsylvania’s deep-blue 3rd district, and California Rep. Ro Khanna, a fifth-term progressive Democrat who’s scouting a 2028 presidential bid.
