Two recent arbitration decisions have upheld a police chief’s authority to suspend an officer without pay. They are the first rulings to do so since Ontario broadened that power in 2024, following years of public frustration over police officers charged with serious offences continuing to collect wages.
Both decisions involve York Regional Police Service constables. Guangnan (Garry) Sun is facing multiple criminal charges for allegedly using confidential police databases to assist members of an Asian organized‑crime group engaged in unlawful activities. Kyle Oehm is charged with several off-duty offences, including criminal harassment of a colleague, trespass by night and personation.
