A scheme that funds Welsh students to study at top universities across the UK will be replaced by a new national “progression programme” as part of a wider review of higher education funding, the government has announced.
Welsh policymakers published the terms of reference of a new independent review of higher education in Wales, which will look at the funding and organisation of the sector – described by the government as under “significant strain”.
Plaid Cymru, which formed a minority government after May’s election, promised the review as part of its Senedd campaign.
The new review will aim to “secure a stable and sustainable higher education sector and student finance system, ready to serve the needs of Wales into the 2030s and beyond”.
But with the Welsh government having little public money to spare, any recommendations must be “fiscally neutral”, according to the terms of reference.
