President Donald Trump has announced what he calls a breakthrough to end the war in Gaza: an agreement under which Hamas and other Palestinian armed groups would disarm, Israel would withdraw its forces, and control of the territory would pass to a technocratic Palestinian administration. This handoff and the resulting new government would be backed by an international stabilization force drawing troops from Indonesia, Morocco, Kazakhstan, Kosovo, and Albania.
