North Niagara pleads for help from the provincial and federal governments after it was hit with more than 100 mm of rain within hours both Tuesday and Sunday, leaving "thousands" of basements flood in St. Catharines alone.
Standing in his St. Catharines basement, flooded for the second time within a matter of days as a result of torrential rains, Mayor Mat Siscoe urged the provincial and federal governments Sunday night to come to the aid of homeowners.
