A Russian court has ordered the arrest of Zhanna Nemtsova, the daughter of Boris Nemtsov – the opposition politician murdered within sight of the Kremlin in 2015. The charge is participation in an “undesirable organization.” The supposed organization is the Boris Nemtsov Foundation for Freedom, which Nemtsova established in Germany to preserve her father’s legacy and support education, independent journalism, human rights and democratic values. He left her an unfinished confrontation with Vladimir Putin’s Russia – a struggle between a state built around one ruler and a dream that Russia could be democratic and at peace with its neighbors. Now the Kremlin wants to criminalize the daughter because it never succeeded in neutralizing the father. The man Putin’s Russia could not silence quietly Nemtsov was not merely an activist shouting from the political margins. He had served as governor of Nizhny Novgorod, energy minister and first deputy prime minister before becoming one of Putin’s most prominent opponents. Nemtsov embodied evidence that Russia had once possessed an alternative political path – imperfect, chaotic and unfinished, but still different from the centralized dictatorship Putin constructed. He publicly opposed Russia’s seizure of Crimea and its covert war in eastern Ukraine. In the final months of his life, he was preparing a report documenting the presence of Russian troops, weapons and casualties in the Donbas at a time when the Kremlin was still denying direct military involvement.
