Prime Minister Andy Burnham has set out his devolution plans for England that would give metro mayors the powers to spend a share of income tax and business rate revenue.

Critics say it still doesn’t solve the £7bn funding gap projected for local councils over the next three years – and that a lack of specifics leaves unanswered questions.

The government says more detail will be provided alongside John Healey’s first budget, which has been announced for 28 October.
