MABALACAT CITY, PAMPANGA, Philippines — Substandard steel products manufactured by a Chinese-owned steel plant in Magalang, Pampanga, may have already been used in buildings and other infrastructure across the country, potentially leaving them vulnerable during future earthquakes, top law enforcement officials warned on Tuesday.

The warning came after authorities raided and shut down Chuangxing Steel Inc. on July 18, where investigators discovered structurally substandard steel products and radioactive materials inside the facility.

During a joint press conference, National Bureau of Investigation Director Melvin Matibag said Chuangxing Steel had been distributing its steel products nationwide before operations were halted.

“[Chuangxing Steel Inc.] is the fourth steel bar manufacturer we have caught producing substandard products,” he said.
