Nour News, an outlet affiliated with Iran’s Supreme National Security Council, has published new details regarding the morning meeting held on February 28, which was targeted in a joint U.S.-Israeli strike that resulted in the deaths of Defense Council Secretary Ali Shamkhani, Supreme Leader Ali Khamenei, and several senior military commanders.
According to the report, the meeting had two primary agenda items: first, evaluating a plan titled “Organization of Resources, Structures, Personnel, and Procurement of New Equipment for Managing Unrest”; and second, assessing the imminent threat of a U.S.-Israeli attack on Iran.
Nour News claimed that, following the January 2026 protests, Iranian security agencies concluded that domestic unrest formed part of a “hybrid threat” supported by foreign entities. Consequently, a framework was prepared to enhance the readiness of security, law enforcement, and military forces for potential future protests, with the stated objective of managing unrest while minimising human casualties.
The report also asserted that, throughout his years in office, Ali Shamkhani consistently advocated restricting the use of firearms against protesters, an approach reportedly backed by Supreme Leader Ali Khamenei. Nour News claimed that Khamenei systematically monitored reports regarding casualties during past protests.
