Animal rights activists are calling for changes to municipal bylaws regarding dog breeding. This outcry follows the disturbing discovery of a dog who had just given birth, found hanged by its chain over a wall at a residential property in Phoenix on Wednesday.
Shabnam Baran, the founder of Stray Paws South Africa, said she was outraged when she received the call from an elderly resident from Lenham, telling her that the dog had died in a “horrific manner.”
She said the puppies, which were about a month old, got onto her property, and their mother then jumped over the wall while still chained.
“When rescuers got to the house, they found the puppies sitting beneath their mother’s body, which was hanging over the wall. Another brave brown dog, who entered the this elderly woman's property, stood guard, initially blocking access out of sheer terror and protective instinct.
