In Russia, defense enterprises are being fined for failing to meet quotas for creating civil air defense units.
The Foreign Intelligence Service of Ukraine stated this on its website, Ukrinform reports.
"Russia has found a new way to torment its own industry – fining strategic enterprises for failing to recruit enough 'volunteer' workers to protect their workshops from drones," the statement said.
According to intelligence, the sanctions affected the Lepse, Selmash, and Mayak plants in Kirov region. At the end of 2025, local authorities obliged these enterprises to create their own air defense units from among civilian employees. Since there were no volunteers willing to stand guard instead of working at their machines, the enterprises were fined for a staffing shortfall.
