Dat Phuong Hoi An, a member of Dat Phuong Group, is developing the project, with Vinaconex 25 as the contractor.
The four seven-story blocks will rise on a 23,935-sq.m site in the Con Tien urban area of Hoi An Dong Ward, alongside a kindergarten, a community house and parking.
They will house about 2,172 low-income workers when finished in the fourth quarter of 2028.
Hoi An Dong is one of three wards that replaced the former city of Hoi An of Quang Nam Province in a mid-2025 restructuring that brought the area under Da Nang.
Hoi An's UNESCO-listed old quarter, a protected 30-hectare core of timber shophouses and centuries-old assembly halls, sits about 5 km west in the neighboring Hoi An Ward.
