The Supreme Court on Thursday closed the proceedings on 13 petitions filed by political parties and leaders challenging the conduct of a Special Intensive Revision (SIR) of electoral rolls in Tamil Nadu.A Bench headed by Chief Justice Surya Kant took note of submissions by petitioners that the case did not require further adjudication in view of the apex court judgment in the Bihar SIR. The bench then disposed of all 13 petitions on the issue.On May 27, a Bench headed by the CJI delivered its judgment on a batch of petitions challenging SIR in Bihar and upheld its power to conduct the exercise by the Election Commission. It had held the exercise “breathes life” into the constitutional mandate for fair elections and advanced the “constitutional imperative of free and fair elections”.The parties, including the Dravida Munnetra Kazhagam, had challenged the SIR as a “de novo citizenship verification process” which ran the risk of disenfranchising lakhs of voters in the State. The petitioners had referred to the “unilateral imposition” of the intensive exercise without consultation with State governments as an “erosion of the federal structure”.“Tamil Nadu’s role has been reduced to a mere executing agency, despite the measure’s significant implications for its electorate,” one of the petitions had contended.
