NCOP Chairperson Refilwe Mtshweni-Tsipane is leading a parliamentary delegation to Russia, with the visit drawing scrutiny over representation, party inclusion and South Africa’s relationship with Moscow.
The MK Party has raised concerns over its exclusion from Parliament’s delegation to the Russian Federation, saying the decision undermines the principles of inclusivity, accountability and multiparty democracy.
The parliamentary delegation, led by National Council of Provinces (NCOP) Chairperson Refilwe Mtshweni-Tsipane, is undertaking a strategic working visit to Russia from 13 to 17 July 2026.
Parliament said the visit aims to strengthen parliamentary diplomacy and cooperation between South Africa and Russia, building on a Memorandum of Cooperation signed between the two legislatures in 2014.
The engagements will focus on areas including agriculture, education, skills development, technology exchange, women’s leadership, youth participation and cooperation between South African provinces and Russian regions.
