Given the very limited flight time of a ballistic missile, any failure in the information transfer system about a launch can lead to a delay in the air-raid alert signal.
Defense Ministry adviser Serhii "Flash" Beskrestnov stated this on Facebook, Ukrinform reports.
"All information about launches or preparations for launch comes to us from partners. None of us knows, and should know, how they obtain this information, but it does not take a genius to understand that the main source of information is satellite monitoring of launch sites and the system for detecting launch events," he wrote.
According to Beskrestnov, a ballistic missile reaches Kyiv in 2–4 minutes — the time is very limited, so any system failure can delay the receipt of information.
