A federal immigration agent shot and killed a Colombian man in a vehicle on Monday in Biddeford, Maine, the second time in a week that an ICE agent has used deadly force on an immigrant. The man has been identified by a neighbor as 26-year-old Joan Sebastian Guerrero.
