The City's mayoral committee member for community services and health, Francine Higham
City of Town Mayco member for Community Services and Health Francine Higham has spoken out against the “confusion and misinformation” regarding a notice issued by the city’s environmental health practitioners (EHPs) against a resident in Durbanville for feeding birds in their backyard.
The alleged by-law violation first arose when GOOD secretary-general and the party's mayoral candidate, Brett Herron, spoke out against the “Orwellian overregulation” of the city.
In the notice, the resident was told to stop “feeding any wild animal that is not kept in captivity, as prohibited by Section 28(2) of the Animal Keeping By-Law”.
“An inspection on 01 June 2026 of the above premises has shown that birds are fed directly from the ground, which is a violation of Section 28 (2) of the above By-Law.
