The Justice Ministry is preparing legislation that would formally define and strengthen the role of apartment building managers as part of a new property code expected to be presented this autumn.

The proposed framework would establish clearer rules governing managers’ duties, authority and obligations. Officials aim to provide legal clarity for a position that often requires collecting maintenance fees, coordinating contractors, maintaining records, handling disputes and responding to residents and property owners without a clearly defined institutional role.

The reform would also introduce a fast-track legal process for collecting unpaid maintenance fees, including the possibility of payment orders. In addition, the ministry is considering mandatory reserve funds and insurance coverage for shared building areas, including structural elements, elevators, entrances, stairwells, rooftops and boiler rooms.

Another key proposal would reduce the majorities required for decisions involving building regulations, repairs, maintenance and energy efficiency upgrades. The Panhellenic Association of Building Fee Management Companies described the planned overhaul as a “historic” reform affecting more than two million households and said it intends to participate in the public consultations.
