Proceedings in the House of Representatives on Wednesday descended into a rowdy session after lawmakers disagreed over a motion seeking to summon President Bola Tinubu to explain delays in the implementation of the 2025 Appropriation Act.

The disagreement erupted during plenary after Benedict Etanabene, the lawmaker representing Okpe/Sapele/Uvwie Federal Constituency of Delta State, raised a point of privilege to draw the attention of the House to a June 29 circular issued by the Accountant-General of the Federation, Shamseldeen Ogunjimi.

According to Etanabene, the directive contained in the circular could significantly affect the execution of constituency and zonal intervention projects already captured in the 2025 budget.

The circular instructed all federal ministries, departments and agencies (MDAs) to immediately suspend the processing of payments for constituency and zonal intervention projects (ZIPs) unless such projects had first been formally vetted by the Ministry of Special Duties and Intergovernmental Affairs.
