Head of Legal Risk Services of the City of Ekurhuleni, Advocate Khemraj ‘Kemi’ Behari, was arrested on Wednesday by the Commission's Recommendations Task Team under the SAPS.

The suspended City of Ekurhuleni legal head appeared at the Madlanga Commission of Inquiry in February, where it emerged he failed to act against suspended Ekurhuleni Metropolitan Police Department (EMPD) Deputy Chief Julius Mkhwanazi in 2023.
Mkhwanazi was placed on a three-month precautionary suspension in 2023 for allegedly signing two memoranda with companies linked to alleged crime kingpin Vusimuzi "Cat" Matlala, in contravention of municipal rules.
Mkhwanazi also faced charges of gross misconduct for allegedly facilitating the unlawful donation of vehicles by Matlala’s companies to Ekurhuleni and having them fitted with blue lights.
