Under a plan announced by the city People's Committee, the 20 will be classified into three levels: basic and introductory, advanced, and flagship and leading.
Level 1 will apply to schools that are newly implementing the program or have limited resources, who have to organize activities that familiarize students with English through communication and hands-on experiences, help build the habit of using English in daily life, and gradually incorporate digital learning materials and technology into teaching.
Level 2 is for schools with the wherewithal to implement the program on a regular basis. These will expand their English-speaking environments, increase experiential activities and exchanges, and offer more learning content in English.
Schools with strong capabilities and the potential to provide professional support and share best practices will be classified under Level 3. These will create highly immersive English-speaking environments, teach subjects and organize activities in English, and expand international exchange programs.
The 2026-2027 school year will begin in September.
