OTTAWA — In a clear break with his predecessor, Prime Minister Mark Carney is resuming the practice of partisan Senate appointments, naming a prominent Liberal from his own office and a Conservative MP to the Senate as part of his first placements to the Red Chamber since taking office last year.

In a move announced Tuesday morning, Carney filled four vacancies to the Senate that was transformed under Justin Trudeau, who created a process that was supposed to end the tradition of partisan placements, in part by removing all Liberal-named senators from the party’s caucus.
