The Police Leadership Commission – chaired by the former Home Secretary Lord Blunkett and the former policing minister Lord Herbert spent months gathering evidence from forces across the country.
Their report found many at the top of the police service simply weren’t good leaders – and they’ve called for a complete overhaul.
