The General Staff noted that the drastic reduction in capacity has resulted in a severe domestic fuel crisis, a sharp decrease in fuel production, and continuous delays in facility repairs due to a lack of available replacement parts and equipment under international sanctions. Reuters estimates that Russia’s overall fuel production fell by 25% year-on-year in June and is currently running approximately 20% below domestic demand.
