Amid confusion over how to fill the enumeration form under the ongoing Special Intensive Revision (SIR), ‘My Vote, My Right’ has written to Karnataka Chief Electoral Officer V. Anbu Kumar seeking written explanation on several parts of the exercise.“While awareness was created through multiple mediums, there is no official document clearly explaining how the forms should be filled. This has left both voters and Booth Level Officers (BLOs) confused,” the group pointed out.Varying instructionsThe group said voters are getting different instructions on issues such as linking their names to the 2002 electoral rolls, using relatives’ details for voter-mapping, filling the forms online and dealing with spelling mismatches. It argued that unless the Election Commission issues clear written guidelines, many voters could end up making mistakes in the forms and receive notices asking for more documents.Another issue relates to voter mapping is that the group said that until July 1, voters were told they could link themselves only with their parents or grandparents. However, recently Karnataka Joint Chief Electoral Officer S. Yogeshwar Rao said that voters could also use the details of ‘any paternal or maternal relative’. The group has asked the Election Commission to clearly state which rule should be followed.Online formThe letter also points to problems with the online submission of the forms. It said the details on a voter’s EPIC have to exactly match those on the Aadhaar card. It also says voters have to link their mobile number with their voter ID before they can submit the form online, but the Election Commission’s website says this has to be done through Form 8. “The step is difficult and needs to be simplified or clarified,” the group said.
