Police responded to an emergency call around 6:30 PM ET, finding the man badly burned, and he was later pronounced dead at Bellevue Hospital. Exiled Tibetan media identified the man as Logba Rangzen, a Tibetan activist and Uber driver, who reportedly went to the scene with a Tibetan flag. Rangzen was known to be enraged by the Chinese government's restrictions on Tibetans, particularly in light of China's new ethnic unity law.
