Makerfield MP Andy Burnham is being tipped to appoint two senior Blairite figures to the House of Lords – amid growing speculation that Ed Balls could soon join David Miliband on the red benches – if he becomes Prime Minister as expected.

The i Paper exclusively revealed in June that the former foreign secretary could be handed a peerage and a return to the Foreign Office he last ran under former prime minister Gordon Brown – more than a decade after he quit Parliament to run the New York-based International Rescue Committee (IRC).

Miliband has since declined to rule out the move publicly.
