What Iowa’s porn law changes on July 1, 2026

Governor Kim Reynolds signed House File 864 on June 1, and it takes effect July 1, 2026. Any site or app where roughly a third of the content is adult material must now confirm that every visitor is 18 or older before granting access. Accepted proof is a digital ID, financial or transactional data, or another method blessed by the state attorney general.

The numbers behind it are not symbolic. Operators face fines of up to 1,000 dollars per illegal access, capped at 10,000 dollars a day, and the bill passed the Iowa Senate unanimously and the House 82 to 2. Iowa becomes one of more than 25 states with a rule like this, all of them modeled on the Texas law the Supreme Court upheld last year in a 6 to 3 ruling.
