A makeshift bomb exploded in the foyer of a Monaco residential building on Monday evening, injuring three people, two critically.
The suspected target was Vadym Yermolaiev, a Ukrainian-born property developer who renounced his citizenship and was sanctioned by Ukraine in December 2023.
Video surveillance captured a man dropping a backpack at the building's entrance shortly before the blast, with the suspect fleeing to France.
French and Monegasque authorities launched a joint operation to track down the fugitive, with French emergency services also deployed to the scene.
