Guterres urged governments to tackle the root causes of violent extremism rather than relying solely on military responses, warning that military force alone will fail.
The United Nations Secretary-General, António Guterres has warned that worsening global conflicts, economic hardship, climate change and the rapid spread of emerging technologies, particularly Artificial Intelligence (AI), are creating fertile ground for a surge in terrorism.
Guterres urged governments to tackle the root causes of violent extremism rather than relying solely on military responses, warning that military force alone will fail.
Speaking at the Fourth High-Level United Nations Conference on Counter-Terrorism, Guterres said the world was confronting a period of "acute instability," with wars triggering energy shocks, inflation and hunger while millions remain displaced and vulnerable.
According to him, such conditions provide terrorist organisations with opportunities to recruit, expand and destabilise societies.
