White working class children are being failed by England’s education system, according to an independent inquiry. The report’s author said poor performance was not due to a lack of aspiration or effort and called for sweeping changes.

The inquiry has made a series of recommendations – from free public transport and expanded childcare facilities to more apprenticeships.

We spoke to the Education Secretary Bridget Phillipson and asked how much of the disadvantage could be explained by race or class.
