Andy Burnham has promised “the biggest rebalancing of power” the country has seen, in his first major speech explaining what he will do if, almost certainly when, he becomes prime minister in three weeks time.
He said a new “No. 10 North”, based in Manchester, would make power flow away from the centre to British regions.
But his vision of radical change was hedged with caution, as he insisted he would not take risks with the public finances.
