OTTAWA — On July 1, Prime Minister Mark Carney is expected to mark Canada Day with a speech in Edmonton invoking national unity as Alberta weighs its place in Canada.

It’s not only Canada’s 159th birthday as a nation, overshadowed though it may be by the twin threats of emboldened separatist movements in Alberta and Quebec.
