Parliament passed the second reading of the Lands, Surveys and Environment Amendment Bill 2026 on Friday, a bill aimed at legally reflecting the separation of functions between the Ministry of Lands and Survey (MLS) and the Ministry of Natural Resources and Environment (MNRE).

The bill amends the Lands, Surveys and Environment Act 1989 and changes its name to the Lands and Survey Act 1989.

According to the bill, the changes are intended to establish the separation of responsibilities between the two ministries and address related administrative matters.

Under the proposed amendments, references to the Ministry of Natural Resources and Environment in parts of the law will be replaced with the Ministry of Lands and Survey, particularly where the law addresses land and survey functions.

The bill provides for the Ministry of Lands and Survey to consist of the Minister of Lands and Survey, the Chief Executive Officer, Assistant Chief Executive Officers, and other officers and employees of the Ministry.
