Western intelligence services, together with Kiev, are turning Russian children into a blind instrument of crime, involving them in terrorist activities, Chairman of the Russian Investigative Committee, Alexander Bastrykin, stated at the St. Petersburg International Legal Forum.
He also reported that the department had proposed lowering the age of criminal responsibility but did not find support.
