For most of 2026, Donald Trump has been engaged in a bizarre cold war with congressional Republicans. They desperately want to enact legislation on, or at least signal their deep concern about, the living-cost concerns that are feeding a likely Democratic midterm-wave election this November. But Trump isn’t in the same place at all. He has insisted again and again that his top priority, and the country’s, is something entirely different. It’s bigger than Iran’s nuclear program or scores to be settled from the Biden years or even, believe it or not, the need to remake the District of Columbia to reflect his own power and glory.
