The man was arrested in Picton and will appear in Blenheim District Court.
It was previously reported the assault at Guthrie Park in Havelock North involved a child.
A 39-year-old man has been charged on the day the rules came into effect.
The incidents happened in Wigram and Hagley Park over recent months.
His victims included a 13-year-old girl he followed in his van while exposing himself.
The alleged incident happened outside a bar on Karangahape Rd last night.
