Russian leader Vladimir Putin has instructed his government and the Defence Ministry to "take measures to reduce to zero the consequences of Ukrainian attacks" on infrastructure.

Quote: "First and foremost, the task of eliminating these threats lies with the Ministry of Defence and other security agencies. The government of the Russian Federation must also take additional measures to minimise, to reduce to zero, the consequences of such actions."
