The EU has a way of dressing exciting issues in the plainest of terms, wrapping lively debates in layers of jargon, taking the zing out of high-stakes horse trading with a profusion of acronyms and other off-putting terminology. The institutional vernacular is ill-adapted to convey the strength of feeling that feeds into so many Brussels issues.

It sometimes takes the arrival of the Union’s heads of state to throw off the sober veil and reveal the more vigorous wrangling that highlights the individual member interests. Council summits can see details that have been painstakingly negotiated for months radically reworked or thrown into disarray.
