Fashion buyer Lucy Harrison was just 23 when she was shot through the heart by her dad Kris during a trip alongside her boyfriend to visit him at his home in Texas15:21, 18 Jun 2026The heartbroken mum of a young woman who was fatally shot by her dad in his US home has submitted a formal complaint to the American police department that oversaw the case.Lucy Harrison, who lived in Warrington, Cheshire, was just 23 when she was shot through the heart by her dad, Kris, on January 10, last year. The fashion buyer had been visiting his home in Prosper, Texas, alongside her boyfriend Sam Littler.Despite the circumstances around the shooting, a grand jury determined there was not enough evidence to press charges against Kris. A grand jury is a legal body of citizens that investigates potential criminal conduct and determines whether there is enough evidence to formally charge a suspect.The gun was legally obtained and owned by Harrison in Texas. State law did not have require him to have a licence or training to own it for "home defence." Following an inquest at Cheshire Coroner's Court, a verdict revealed that Lucy was unlawfully killed.The inquest heard that Mr Harrison admitted to drinking that day to police, after initial denials. Despite this, no breathalyser or blood alcohol tests were carried out by police.The case was closed by US police in June 2025, and now a year on Lucy’s mum Jane Coates, from Warrington, has submitted a formal complaint to Prosper Police Department, she confirmed last Wednesday (June 10). Jane believes that the investigation "lacked rigour and scrutiny" and hopes that the case will be reopened.She said: “A year ago since a grand jury in Texas issued a 'no bill' (no prosecution), I have submitted a formal complaint to the Prosper Police Department.At the very core, this is not about laws or jurisdiction.“It is my strongly held belief that this is about a police investigation which lacked rigour, scrutiny and fell below the professional standards Lucy deserved.” As part of the formal complaint, Jane has highlighted what she feels are ‘inconsistencies’ in the investigation.Following the conclusion of Lucy’s inquest in February, Jane addressed her concerns, including the speed in which police concluded no charges would be brought. She said: “That was one of my very first concerns about the nature of the investigation.“How quickly that they had ascertained it was an accidental discharge. I couldn’t understand how they came to that conclusion before she had even had her medical examination. They came to this conclusion without even seeing her wound.”Jane also believes that Kris’ alcohol consumption that day ‘should have been further investigated’ as the only living witness to Lucy’s death.She said: “It felt like his version of events was given a lot more weight than anything else. I feel that the evidence was there to see. Officers smelt alcohol on his breath. He only admitted drinking after the officer told him he could smell it on his breath.“For us, it’s unfathomable that he could be the only living witness in that room – it was only Lucy and him in there – and they took his account.“It should have been further investigated.” The formal complaint has been submitted to Prosper Police Department, and Jane has yet to be notified that her complaint has been received.Since her daughter’s inquest, Jane has launched a campaign in her memory, called For Luce, which aims to ensure that families navigating a foreign justice system feel supported, rather than alone.
