Constable Andrew Wilson, the policeman charged with murder in the May 17 shooting death of 45-year-old Latoya ‘Buju’ Bulgin in Granville, St James, was this morning offered bail in the sum of $1 million, with up to three sureties, during his second appearance before the St James Parish Court.Bail was offered to Wilson, who is represented by attorneys Peter Champagnie and Michael Hemmings, by presiding parish judge Natiesha Fairclough-Hylton.During today’s court hearing, it was disclosed that the prosecution is now in possession of a statement from the owner of a CCTV camera that reportedly captured footage of the events surrounding Bulgin’s death.Fairclough-Hylton subsequently granted bail to Wilson on condition that he reside at a specified address and report to a specified police station, neither of which was openly identified in the interest of Wilson’s safety.Wilson was also ordered to surrender his travel documents, and a stop order was issued to be applied at all ports of entry. In the meantime, the court was told that several other documents remain outstanding from the prosecution’s case file, including the ballistic certificate, the post-mortem report, and the forensic certificate. The matter will be mentioned again on July 10.Wilson was arrested and charged on June 3, the same day he first appeared before the court, after the Office of the Director of Public Prosecutions ruled on May 29 that he should be charged.CCTV footage that circulated on social media following the incident shows a police officer firing at a vehicle driven by Bulgin. The incident, including the tossing of Bulgin’s body into a police van, sparked public outrage and fiery protests by Granville residents, with renewed calls for the rollout of body-worn cameras in high-risk police operations.- Christopher ThomasFollow The Gleaner on X, formerly Twitter, and Instagram @JamaicaGleaner and on Facebook @GleanerJamaica.
