A civic accountability organisation, Tracka, has lamented that ₦4 billion was spent on rail projects in Borno State, despite its field investigation finding no visible evidence of the projects allegedly completed in the state

According to Borno State's 2025 Budget Implementation Report, the government spent N2 billion on the construction of rail projects in Maiduguri Metropolitan Council (MMC) and another N2 billion on similar rail projects in Jere.

The report reportedly classified both projects as 100 per cent implemented, indicating that the projects were fully executed.

However, Tracka, a community of active citizens that monitors the implementation of public projects across Nigeria, said findings from its tracking exercise conducted in May 2026 raised concerns about the reported expenditure.
